The state has approved a five-year delay in the start for phase-out of agricultural extinguishment credits, giving more time to find a permanent solution to a dilemma. The phase-out was intended to preserve groundwater by taking away some of the future credits, which farmers can sell to developers, based on how long the land is farmed after the start date.
