Half a dozen residents of Clayton Homes, a subsidized development owned by the Houston Housing Authority, were charged September’s rent even though their homes were uninhabitable due to Hurricane Harvey. While Houston Housing Authority President Tory Gunsolley initially said federal rules prevented them from forgiving rent, he later said they’d reimbursed those that have already paid. Houston Mayor Sylvester Turner previously spoke against charging residents rent during the month of September:
