Like a boxer staggering into the 12th round of a heavyweight fight, the Gilbert Town Council’s new ethics code had lost a few teeth by the time a final version was approved last week.
The council unanimously approved the code on Aug. 2, but without some of the tougher rules and penalties included in an early draft that surfaced in May.
The earlier version would have required council members to explain absences from meetings and included fines or removal from committees among possible punishments for violations.
