State orders Tucson’s Rathbun realty firm to ‘cease, desist’

The Arizona Department of Real Estate issued a cease-and-desist order Tuesday to Tucson’s Rathbun Realty Inc., doing business as Rathbun Property Management.

The company, which manages 800 rental homes in Tucson, and its designated brokers, George W. Glover and Cassandra Leigh Arnold, were ordered to “immediately cease and desist from engaging in any real estate activity” in Arizona because they are in violation of state laws and administrative codes, state regulators said.

Glover had reported to the real estate department in August that an internal audit conducted last month showed an estimated $1.8 million in trust funds was embezzled, according to state documents.
