Horne argues death-row case before the SCOTUS

Arizona Attorney General Tom Horne argued before the U.S. Supreme Court that death penalty cases should not be indefinitely delayed in federal courts because the defendant is not mentally competent to help in his defense.

Arizona Attorney General Tom Horne argued before the U.S. Supreme Court on October 9, 2012.  The case is Ryan v. Valencia Gonzales: Does an indigent death-row inmate’s right to counsel in habeas proceedings include a right that the inmate is competent to assist counsel where such a right may create an indefinite delay in executing the inmate’s sentence?
