Three incumbents and one newcomer will compete for four-year terms. in the upcoming March 12 primary election in Tolleson.
Incumbents Linda Laborin,Clorinda Contreras Erives and Juan F. Rodriguez will run for reelection. Adriana G. Morado will challenge for one of the council positions.
The city will also ask residents to approve Proposition 458, which would extend home rule for the next four fiscal years.
Home rule is also known as the alternative expenditure limitation.
A yes vote allows Tolleson to provide services and improvements based on current financial conditions and service needs. Home rule does not increase taxes or expenditures. It allows the city council to spend money already being collected.
Home Rule would update the state expenditure limit from the 1980 level of services, based on the 1978 population of 4,190, to an adjusted level of services in 2013. Tolleson now has a population of about 6,500.
If voters do not approve Proposition 458, the city will be subject to the projected state imposed limit of about $13.5 million in each of the next two fiscal years, and about $14.5 million in the following two fiscal years.
An extension would allow Tolleson to spend almost $49.6 million next fiscal year, $52.1 million in 2014-15, about $60.7 million in 2015-16 and $63.2 million in 2016-17.
