A cloud of frustration and confusion fell on city council members as they sat down for a Housing Authority commission meeting this past Monday, only to discover that they as a commission were to be kicked out as of April 1, and that the mayor had already appointed a new board.
Backstory
In 2009, it came to Council’s attention that the Eloy Housing Authority had been gravely mismanaged and needed a major overhaul. The Arizona Department of Housing and Urban Development (HUD) was threatening either taking it over, or allowing the city to continue with it only if it was put under proper management. In turn, Council hired a third-party company, Cindi Herrera and Associates, to bring the Housing Authority back into compliance with HUD within the contracted five years.
Consequently, Council had also disbanded the Housing Authority board, and promoted Council members as the interim board. They were to appoint a more permanent board once the Housing Authority was once again standing on its own two feet.
