Salem had high praise for Kramer, who moved to Kingman in 1977.

“I’ve known Jack for 21 years and I’m going to miss him,” said Salem. “He’s just been fantastic. I have known several city managers in the past and Jack was as professional as any of them. He brought a lot of integrity and honesty to the job and the city has been blessed to have him in that position, but he’s ready to retire.”
