Phoenix is no place for slumlords, and we are working to send that message loud and clear.
Recently, the City Council Housing, Planning and Development Subcommittee moved a plan forward to take a more aggressive approach to dealing with slum properties, including re-establishing our slum-property designation and appeals panel, strengthening our enforcement process and increasing standards on apartments to improve safety for residents.
The vast majority of multifamily rental properties are well within the city standards for health and safety protections of their residents, and many far exceed the minimum requirements. But every year, there are a handful that refuse to comply with basic safe and clean living conditions. There are a small group of repeat offenders that do not address lack of air-conditioning or clean water, green pools, bedbugs, black mold, termites and other hazardous conditions. We reserve the label of “slum property” for these, the worst of the worst.
