The tentative budget for the 2013-14 fiscal year includes an average 2.5 percent raise for employees.
The budget was adopted by the town council earlier this month and is the subject of a June 17 public hearing before it is to be finalized by the council.
Actual employee raises will range from zero to 4 percent based on merit, Assistant Town Manager Jess Knudson said.
The new budget includes several new positions: a firefighter, a battalion chief, an accountant, a billing clerk, a utility manager, a fleet manager and an administrative assistant. Two part-time positions, a police records clerk and an associate attorney, are to be made full-time.
Three more new positions are to be created with unused funds from vacant positions — battalion chief doubling as fire marshal, engineering tech and utility director.
