As many as four new leaders could join the seven-member Surprise City Council this summer as candidates gear up for an August primary and the council prepares to appoint an interim member. In two of the three council races, there is no incumbent, so by fall at least three new people will help steer the city. Eight candidates are vying for three council seats. Additionally, four people have applied to fill Councilman Mike Woodard’s seat. The three-year councilman resigned in May to spend more time with family.
