Jeanne Blackman, a manager at Arizona Public Service Co., will be Youngtown’s new town manager starting July 29.

The Town Council voted unanimously at a special meeting this month to hire Blackman at a salary of $90,000 per year.

Lloyce Robinson, who guided Youngtown through seven often tumultuous years, will retire Aug. 13 after she helps Blackman transition to her new job.

Robinson, 67, said she had been planning her retirement for a year.
