Glendale’s new city manager fired two top municipal administrators and accepted the resignations of two others Thursday and Friday in the wake of a financial audit that revealed city employees mishandled millions of dollars and hid those dealings from the City Council and the public.
The city also plans to revive a dormant ethics-training program for its 1,600 municipal employees as part of a sweeping package of reforms being implemented in response to the audit.
The financial review showed that administrators transferred millions of dollars among several municipal accounts in an attempt to cover unanticipated expenses associated with an early-retirement program.
