Sparks fly at Surprise District 1 Council debate

Roland Winters took the gloves off at The Arizona Republic’s Surprise District 1 debate Thursday night, repeatedly criticizing his opponent, Ted Cimino, for his troubled financial past and qualifications for City Council.

Cimino, meanwhile, attacked Winters for not being savvy about technology and touted his experience working in city government.

The two candidates are vying to represent District 1, in the northwestern corner of Surprise. The area is the largest district geographically, stretching about 15 miles from its northeastern to southwestern borders. All of Surprise stretches 16 miles from its western to eastern edges.

Though the district was poised for growth during the mid- to late 2000s, the area was largely underdeveloped, with master-planned communities such as Asante building only 58 of 14,000 planned residences.
