Surprise leaders considering 2 for vacant council seat

Roy Villanueva’s vacant seat on the Surprise City Council will be filled by his widow or the man who bested him in a 2002 election.

Villanueva, a councilman and former mayor died July 22. City leaders must appoint a new member to serve the rest of Villanueva’s term, which ends December 2016.

The council will vet Danny Arismendez, 57, and Rachel Villanueva, 74, at a council meeting next week.
