There was never a doubt.
Rachael Villanueva’s nomination for a seat on the Surprise City Council sailed through the governing body, placing the widow of longtime councilman Roy Villanueva on the same panel where her husband sat for 34 years.
The vote was unanimous.
“I am not here to take Roy Villanueva’s place. I am here to take his seat. He left some pretty big shoes,” said Ms. Villanueva moments after taking the oath of office from City Clerk Sherry Aguilar and being seated on the dais.
