APS to revise its plan in solar-subsidy debate

Arizona Public Service Co. said Wednesday that it plans to make a small concession in its proposal to reduce rooftop solar subsidies that could make it easier for current solar customers eventually to sell their houses.

Through a program called net metering, customers get credit for the electricity they send to the grid when their houses are not drawing power. The utility asked regulators in July to reduce the credits it pays customers with rooftop solar, or simply to charge them more for the power they buy at night.

The proposal would add $50 to $100 to the average solar user’s monthly electric bill. The proposal has sparked a backlash, including a protest by about 40 solar advocates outside the utility’s headquarters in downtown Phoenix on Wednesday.
