APS solar fee hike sparks opposition

PRESCOTT VALLEY – Paul Lovell said he paid about $20,000 for a rooftop solar system, and sees it as an investment.

“Instead of investing money in mutual funds, we invested in solar,” said Lovell, who lives with his wife, Linda, on North La Jolla Drive here.

Lovell, 65, said his electricity bill averages $100 a month year round, and believes he will recoup his investment within the 20-year guarantee of the system that he bought from Solarone Energy Group. He added he expects Arizona Public Service to hook it to the electricity grid next week.

However, APS is trying to change its formula, known as net metering, that benefits Lovell and other homeowners who have installed or are waiting to install rooftop solar systems.
