Glendale officials continue to grapple with the effects of a five-year pay freeze for non-union employees.
On Tuesday, Nov. 5, City Council members directed Jim Brown, the executive director of Human Resources and Risk Management, to develop recommendations to adjust the pay ranges for non-union jobs, which largely includes all positions outside of the police and fire departments.
Those positions account for about 1,000 of the city’s 1,600 employees.
During the freeze, pay ranges for most jobs have fallen significantly behind pay ranges for similar positions in 11 other cities across the state, Brown told the council.
The council’s directive to develop recommendations marked the first tentative step toward the first across-the-board pay raises for employees since 2008, when the city froze wages in response to the recession.
