A handful of last-minute changes are being made to Tempe’s General Plan 2040, which the City Council is expected to approve Thursday, Nov. 21, before sending it to voters, who have the final say on the map for Tempe’s future.
The General Plan is considered a vision for the city’s growth and development for the coming 30 years.
The civic-planning efforts typically are approved by voters. However, the economic downturn has made many residents more critical of municipal development, spending and budget decisions. In 2012, Scottsdale voters sent civic leaders back to the drawing board when they rejected that city’s General Plan update.
