Agreement would require annual reports on city center land use by Surprise

For months, Surprise city officials have been fond of using the phrase, “We’re starting to plan our day,” when referring to the future of the once-burgeoning bedroom community that in recent years has seen its economic engine hum again.

It appears that day is about to dawn for Surprise.

The City Council was expected Tuesday night to approve an agreement with the city of Phoenix that will allow the eventual lifting of deed restrictions on a nearly 500-acre parcel of land surrounding the city government complex, 16000 N. Civic Center Plaza, limits that have stymied efforts by Surprise and private companies to develop an area considered by local leaders as pivotal to the development of a bonafide city center.
