For at least the third time, maybe the fourth, Eastern Arizona Courier has run propaganda pieces from the Safford Utility Department, extolling the virtues of its smart meter “renewal program.” And for the third or fourth time, the city insists the new meters are safe, private, tamper-proof and are being installed “at no additional fees to the customer.”
Really, then, who is paying for them?
