Gilbert municipal employees saw their annual pay increase by an average of about $9,100 with the adoption of a new compensation program last year, and some upper-level officials saw annual raises of $30,000 to $40,000, according to a Republic data analysis.
The Town Council last spring approved a massive overhaul of its employee-pay structure, including about $12 million in raises for hundreds of workers whose salaries had been frozen during the Great Recession.
A study by Phoenix human-resources firm Fox Lawson & Associates completed in December 2012 suggested many Gilbert employees were paid significantly less than counterparts in other communities: Gilbert police officers made about 13 percent less, and firefighters’ pay trailed the market by about 12 percent.
