Glendale shows ‘low morale, accountability’

A firm hired to assess Glendale’s government structure recommended that the city consolidate its departments and suggested leaders consider privatizing a handful of services, including trash pickup.

City leaders asked department heads to develop a plan based on the recommendations. Some changes will go before council as part of the budget process, while the city manager may authorize some others.

Management Partners Inc. staff told the City Council that Glendale has a culture of low accountability and low morale. Also, the city does not measure performance effectively, it has too many departments and has promoted some workers based on personality.
