That question and others have hovered over Arizona utility regulators for the past year, and this week it surfaced in a deliberate — and deliberative — way at the Hot Topics Cafe.
The last time we visited the topic in this space, the Arizona Corporation Commission was debating how much extra to allow Arizona Public Service to charge new rooftop solar customers for their share of costs to maintain the electric grid.
