Solar in Arizona has seen its ups and downs, and this week the industry received another negative report: Installations for 2013 were down. Without counting the giant Solana Generating Station in Gila Bend, solar installations plummeted 41 percent. (This from a state that wants to be the solar capital of the world.) There are plenty of culprits in this decline — everything from the ease with which utilities can meet the state’s solar requirements to policy changes some say are killing the industry. Installations already were off to a slow start in 2014, and despite researchers’ beliefs that this year will be better, it’s hard to picture it unless the state makes some dramatic changes.
