Small utilities to collect owners’ taxes from ratepayers

State regulators are preparing to implement a new policy allowing owners of small utilities — including many private water companies — to pass on the cost of their personal income taxes to ratepayers, despite opposition from consumer advocates.

After changing a long-standing policy last year, the Arizona Corporation Commission today will begin considering how to apply the tax recovery to individual water companies.
