Glendale has spent millions on private contracts that didn’t always go to public bid or to the city council for public scrutiny. City leaders are working to fix the problem, including tighter policies
The Republic found six consulting contracts, totaling $1.5 million, never went to council.
The most costly of the six contracts was more than $600,000 to Rose Law Group from 2011 to 2013.
A broader city audit that looked at purchases found $36.4 million in contracts didn’t clear council.
The lack of accountability stems from a decentralized database and policy loopholes.
