The southern Arizona-based tribe announced plans in 2009 to build a casino on a county island it owns near the Westgate Entertainment District. The news shocked and angered some. Valley tribes, the state and Glendale officials had assumed a 2002 gaming compact barred new casinos from opening in the metro Phoenix area.
