Sign-walker bill pits Scottsdale against state

A state-vs.-local government showdown is brewing over Scottsdale’srestrictive ordinance pertaining to sign-walkers.

House Bill 2528 would prohibit municipalities from restricting a sign-walker from “using a public sidewalk, walkway or pedestrian thoroughfare.” Last month, the House passed the bill 57-0. Final passage by the Senateis expected this week.

Rep. Warren Petersen, R-Gilbert, is the prime sponsor of the bill and Rep. Bob Robson, R-Chandler, is the co-sponsor.

Current state law requires municipalities to allow sign-walkers, but lets the municipalities establish their own reasonable time, place and manner of restrictions. Many Valley cities decided to simply follow the state law. As a result, some cities, including Phoenix, Chandler, Glendale and Mesahave no specific sign-walker ordinances.
