An unusual three-way deal to build a solar power plant in the far southwest Valley is being described as a win-win-win, infusing a suburb with money for parks or other projects while helping its larger neighbor and a utility company meet renewable-energy goals.
Buckeye, Phoenix and Arizona Public Service Co. reached the agreement to build the plant on a Phoenix landfill in southern Buckeye. In return, Buckeye will receive $3 million.
