By a 4-3 vote Tuesday night the Surprise City Council approved the final plat for the Surprise Farms Gateway retail development anchored by WinCo.
The split vote followed a work session presentation addressing council concerns on traffic and aesthetics. Two lawyers representing clients opposed to WinCo spoke on the plat, as did two representing WinCo.
After the lawyers spoke and Public Works director Dick McKinley dissected the issues raised from a staff standpoint, the council considered amending its motion and tabling the vote. But they decided to call the roll and yes votes by Vice Mayor Skip Hall and council members Jim Biundo, Rachel Villanueva and Roland Winters were enough to carry the plat through.
