Early returns in Tuesday’s special election show Tempe voters were backing a General Plan update that paves the way for an urban city with high-density development and an emphasis on transportation alternatives to motor vehicles.
With 100 percent of precincts reporting, and a portion of the early ballots counted, the city’s General Plan 2040 has 57 percent of the vote, according to unofficial results Tuesday from the Maricopa County Recorder’s Office.
