A corporate executive or hotel guest with a view of mostly barren desert from a fourth-floor window will often greet the vista with a shrug or a grumble.
But for Surprise City Manager Bob Wingenroth, it’s the ideal daily vista. Those acres of undeveloped land surrounding City Hall represent a rare opportunity to plan a downtown.
That’s a major reason he shrugged off friends who have greeted him with the phrase “Congratulations, I think,” since his hiring by the City Council June 10 to replace Chris Hillman.
