Sandra Kennedy, a Democratic Corporation Commission candidate, is criticizing her Republican opponents, Tom Forese and Doug Little, because independent market analysts believe their election would be better for Arizona Public Service than hers. They will look out for APS’ bottom line, goes her new mantra, and I’ll look out for yours.
This populist notion – what’s good for a regulated utility is bad for consumers, and vice versa – hasn’t really been heard in Arizona commission races since the 1990s.
