City inspectors recently spent hours compiling a list of more than 1,000 blight and safety issues at west Phoenix’s deteriorated Woodbridge Apartments.
They found rotten second-story decks at risk of collapse, missing railings on balconies and patios, loose steps on stairs, green sludge at the bottom of an otherwise empty pool and boarded windows.
Phoenix officials said the city has never faced “a more obstinate defendant” in a blight case. Yet a spokesman for the complex said hundreds of thousands of dollars has been spent to fix problems.
