Surprise reversing stance on village planning

Saturday’s Special Surprise City Council meeting was a general plan summit of sorts with short- and long-term city building topics dissected by elected officials and city staff.

Discussion veered from big picture items — attracting quality jobs, capital improvement plans and the Bell/Grand roadway construction — to neighborhood issues such as filling roadway gaps and adding staff.

But the 2035 General Plan itself emerged as the main thing Surprise leaders want to change — and soon.
