The choice of former Speaker of the House Kirk Adams to be chief of staff is a high-risk one for Governor-elect Doug Ducey.
Adams is talented and capable. He knows the issues, state government, and how to play legislative politics. His appointment was widely hailed by legislators.
Adams, however, has always been a political principal, not a staffer. And there’s a world of difference.
