Avondale spent nearly $1.6 million starting April 2009 on a time-keeping system that didn’t work properly, but city council members weren’t told of the problems until early last month when city staffers informed them it would have to be replaced immediately.
The staff raised serious concerns internally about the system in October 2013, and began working on an alternative in February 2014, but City Manager David Fitzhugh did not inform the council until Dec. 1.
When Fitzhugh told the council, he said if an alternative system wasn’t approved right away, the city would lose a discount and the price would rise by more than $100,000.
