If two remaining votes by a pair of citizen advisory panels go as that of the city’s Arts Commission did, the question of whether to sell the Foothills Branch Library will really not be a question at all.

The arts commission unanimously voted Monday night to urge the city council to reject a plan to sell the library for $5 million to Midwestern University and move library operations to the Foothills Recreation and Aquatics Center less than a half mile away.
