Phillip Westbrooks has owned and operated a substance-abuse and detoxification-treatment center in downtown Mesa since 2003. He plans to construct a building to replace an adjacent home that he owns to move 10 beds there for patients.
His plans were discussed at the Feb. 17-18 study sessions and meeting of the Mesa Planning and Zoning Board, which voted 6-0 to recommend that the Mesa City Council not approve the plans.
“It’s a treatment center that helps people with recovery. It’s insurance- and private-pay,” Mr. Westbrooks said in an interview following the meeting about his business, The River Source, 108 E. Second Ave. The website is www.theriversource.org.
