Just three weeks before Super Bowl XLIX, Brenda Fischer was genuinely excited, touting a $47.5 million bond refinance and credit upgrades for the city of Glendale.
But a month later, after a late-afternoon executive session with the city council, she was gone.
In doing interviews for this story, I found that perceptions about Fischer depended on whether one worked at city hall or outside.
