After completing nearly 100 studies of law enforcement departments across the country, Leonard Matarese had basically seen it all – that is, until he ran into sheriff Paul Babeu.
Matarese, director of research for the Center of Public Safety Management, was hired by Pinal County to do a third-party staffing study for the patrol unit of the Pinal County Sheriff’s Office. In these dire financial times for the County, it wanted to make sure it wasn’t overspending relative to the county’s public safety needs.
Matarese collected information from PCSO and started work on a draft report.
