A key issue in the debate over Arizona Public Service Co. and its request to sharply increase fees for new solar customers is how fast solar is growing in its territory.
Rooftop solar leasing companies oppose the increase to $21 a month from about $5 a month, saying the $5 average fee added in 2014 has slowed down installations.
APS argues solar is growing despite the small fee, which was much less than the $50 a month APS proposed at the time.
