Performance bond fight has Flagstaff construction in limbo

Part of the Utility Source rate increase request has to do with the fact that development of the final portion of Flagstaff Meadows is at a standstill. Hundreds of new customers the company was expecting to become ratepayers haven’t materialized, causing revenue losses over at least the past nine years.

The more than 300 homes were slated for construction in the final unit of Flagstaff Meadows, but the 61-acre tract continues to lie empty after a contentious legal battle between the county and the property’s current owner.
