Between projections of steep budget deficits and a fierce debate over a $31.5 billion transportation plan, Phoenix City Hall is far from a tranquil place.
Yet this summer’s elections for mayor and City Council could be the least competitive in more than 15 years.
Wednesday was the deadline for candidates to submit signatures to qualify for the Aug. 25 election. Three of the five incumbents facing re-election in Phoenix, the nation’s sixth-largest city, are running unopposed for City Council.
