FLORENCE — After more than an hour of discussion regarding the outdoor cultivation of medical marijuana on Wednesday, Pinal County officials and lawyers seemed more confused than when the conversation began.
At issue are an applicant – Sean Dugan, who owns Sidewinder Dairy outside Casa Grande – and his request to grow medical marijuana on his farmland, along with other crops.
On Feb. 18, the Pinal County Board of Supervisors voted 3-2 to approve a text amendment to the county zoning ordinance that would open the door for Dugan to grow medical marijuana on his land. The marijuana would then be sold at medical marijuana dispensaries in Pinal County.
But that wasn’t the final step.
