Tucson’s new city manager speaks to the issues

At work, Tucson’s new city manager, Michael Ortega is learning about the city’s budget. He already recommended using reserve funds to make an early payment to the public-safety retirement system, repaying the reserve with impound fees, to save on interest.

Ortega spoke to the Star on Thursday about his transition into the job and the city. Here are some highlights.
