Glendale officials withhold ethics complaints and arena audit

City officials have been using the city’s auditor’s office to handle ethics complaints and audits of its arena and then shielding those documents from the public and the media.

City Auditor Candace MacLeod reported in a July 17 memorandum to the city manager that her office received four complaints on the city’s ethics hotline during fiscal 2014-15.

The phone number for the hotline, 623-930-4444, appears tangentially and only once on the city’s Website, buried within a PDF among the various documents linked to the city manager’s section of the Website.
