The fundamental element of the drama – Did Arizona’s largest utility company spend millions of dollars to get its preferred regulators elected? – is compelling enough.

Did Arizona Public Service spend as much as $3.2 million in “dark money” on the campaigns of Republicans Doug Little and Tom Forese, both of who won their seats on the Corporation Commission, the five-member body that regulates utilities, including APS?
